Waves are made by a combination of many forces. Some of them play a major role, as shown in the picture. The natural flow of the river was opposed by the upcoming tide, the wind blew from yet another direction and a passing ship pushed the water to either side, creating extra waves that bounced back from the quais. On top of all that, little ripples and whirls still showed the influences of airflows just above and turbulences just under the surface.
Here's a frozen moment of this ever-changing world of water and wind, reflecting the blues of the skies, warm sunrays brushing off wavetops, only partially allowed inside then scattered and broken.

You wrote some nice thoughts about this play of gravity; poetical with influences of not seeable surroundings; The picture is warm; close to frightening for me (I can't swim).
Nice to get a wave into the diagonal.

At first glance I thought it was the sky due to the colour being quite awkward for the sea. Great catch.
